But most daily work is done by officials nobody elected, called the bureaucracy. They put policies into action: issuing licenses, inspecting food, paying benefits. The permanent professionals among them form the civil service. They keep their posts when elections change the winners, so daily work never stops and restarts. Most are hired by merit, for skill, not for connections. Power is split into levels, and each level runs its own jobs. The national level handles whole-country matters like defence, money, and treaties. States handle closer matters like elections, licenses, and schools. Local councils handle your street: garbage collection, parks, and local roads. Each level raises money for its work, mostly through taxes. Some jobs are shared, like schools and roads, where national money comes with conditions attached. **Example.** Civil servants apply rules they did not write, with some discretion: limited room to judge how a rule fits one case. The person at the desk is not inventing policy on the spot. So when bins go uncollected for weeks, blame helps less than routing. Find the body in charge, in this case the council team running collections, complain to it, and ask for a review. Knowing who applies the rule tells you whose decision you can challenge. **Tip.** When a service fails, match it to its level before you act. A pothole means the local council, a license means the state office, garbage means local collections. Ask three things: which body runs this, who pays for it, and what review can I request.
