Each makes a claim about human nature, freedom, and what the state is for. The founders took the liberal claim: people hold natural rights like life and liberty, government exists to protect them, and its power is legitimate only through consent. The 1970s conservatives answered with their own claim: government had grown too big and costly, freedom grows when it shrinks, and markets plus communities solve problems better than distant agencies. State the other two just as fairly. Socialists stress economic equality and doubt that freedom is real while wealth rules. Nationalists stress the nation as one community that the state should guard. None of these is careless. Each follows from its own starting answer about people and the state, which is why you must phrase each so its supporters would nod. **Example.** Policies show where ideas stop being abstract. A toll good like a highway differs from a public good like clean air, and a distributive handout like a new bridge differs from a redistributive move like funding food aid through taxes. Take pollution rules: liberals tend to back regulation to protect people, while conservatives tend to prefer fewer rules and lower taxes. Same smoke, two honest arguments from two claims about freedom. **Tip.** Expect the words to slide by place. In a moralistic culture, government is a force for the common good and citizens join in. In an individualistic culture, it is a businesslike service that should stay limited. In a traditionalistic culture, it guards the established order.
