# China's First Empires

How Qin and then Han rulers turned a set of warring states into one empire with a shared script, shared weights and a road system. The Han governed more people than Rome did, and did it with written exams and paperwork rather than only with soldiers.

## Ready when they can

## Lesson: One China: Qin and Han

China once held many warring states. The Qin beat them all and built the first empire, with one script, one set of weights, and shared roads.

The Han kept the system and ruled for nearly four hundred years, from Changan and later Luoyang. They held more people than Rome and picked officials with written exams and paperwork.

**Example.** Guards of clay still stand around the tomb of the First Qin Emperor. The terracotta warriors show the army power behind the new empire.

**Tip.** Han paper spread far beyond China and changed how records were kept. Put the three in order: Zhou first, then Qin, then Han.
