# Industrialising Outside Europe: Japan and Egypt

Two states tried to industrialise deliberately in the nineteenth century, and one kept its independence while the other lost it. Comparing them is the cleanest test of what industrialisation actually required.

## Lesson: Two countries race to catch up

Meiji Japan rebuilt fast, within a few decades. Leaders restored the emperor, created a conscript army, set up compulsory schooling, and copied Western industry. Cheaper steel, chemicals, and electricity plus railways and steamships let late starters import machines and catch up quickly.

**Example.** Muhammad Ali's Egypt built factories, a modern army, and irrigation works. But costly wars and debts gave European bankers leverage, and Britain took control of finances and then the country. Reforms without secure finances invited control.

Compare the outcomes. Japan kept political control while borrowing technology. Egypt lost financial control, which shows that who pays for modernisation shapes who rules after it. Industrial powers chasing materials and markets, backed by steam and quick firing guns, pressed hard on debtors like Egypt.

**Tip.** Separate change from above and growth from below. Strong states drove programmes with armies and schools. Independence, local markets, and skilled workers helped industry grow from below. Technology alone never sufficed, since skills and organisation decided who thrived.
