The lesson
Earthquakes, floods, and volcanic eruptions can hurt people and damage homes. For each hazard, engineers and scientists usually think up more than one solution. Comparing those solutions helps a town pick the one that keeps people safest.
A coastal town keeps flooding every spring. Some people want a tall concrete wall. Others want an early warning app that lets people move cars and furniture before the water rises, for much less money. The town lists what each idea costs, how well it works, and how fast it can be built, before deciding.
When you compare solutions, ask three questions. Does it work well? How much does it cost? Can we build it in time? A solution that scores well on all three is usually the best pick.
