Living With Climate Risk
Climate risk is the hazard, plus who and what is exposed to it, plus how well a place can cope. Two coasts can take the same storm and lose very different amounts, and most of that difference is defences, warning and money.

When you face a disaster, split it into three parts: the hazard itself, the people and property exposed to it, and how well the place can cope and recover. Risk grows when any of the three grows. So cutting exposure or raising coping power lowers risk even if the hazard stays put.
That split explains why the same flood can ruin one town and barely dent another. Poor housing, weak services, and low savings raise harm without changing the weather. Most of the difference sits in defences, warnings, and money, not in the sky.
Take two coasts under one storm. One city hides behind sea walls, cools public buildings against heat, and warns every street in time. Its farmers switched crops, saved water, and insured harvests. The other coast has none of that, so identical winds and water cause wildly different losses. An adaptation is any trait or action that helps living things cope with their conditions.
You have two levers, and you should name both. Cut exposure with safer homes, sea walls, shade trees, warning systems, and backup plans. Cut the hazard itself by slowing warming, since the countries that emitted least are often the most exposed to floods, droughts, and storms.
Hazard plus exposure plus coping makes risk, so safer places and slower warming both shrink it.
